CEPF provides a written explanation to all applicants whose proposals have not been successful as part of their focus on building civil society capacity. Applicants are encouraged to contact the Regional Implementation Team or CEPF Grants Board if they have additional questions about the decision. 

All projects that trigger a safeguard must provide local communities and other relevant stakeholders with a means of raising a complaint with the beneficiary, the Regional Implementation Team, the CEPF Secretariat, or the World Bank. This complaint mechanism shall include at least the following elements:

  • Email and call the beneficiary organization.
  • Email and call the CEPF Cerrado Regional Implementation Team: cepfcerrado@iieb.org.br
  • Email and call your local World Bank office.
  • CEPF Executive Director's Email: cepfexecutive@conservation.org,
  • A statement describing how stakeholders will be informed about the project objectives and the existence of the grievance mechanism (eg through posters, signs, public notices, public announcements, in local languages).
  •  You should include the following text exactly in any complaint mechanism: “We will share all complaints & #8211; and a proposed answer & #8211; with the Regional Implementation Team and CEPF Grant Director within 15 days. If the applicant is not satisfied after the reply, he / she may submit the complaint directly to the CEPF Executive Director at cepfexecutive@conservation.org or by mail. ”
If the applicant is not satisfied with the response of the CEPF Executive Director, he or she may submit the complaint to the World Bank at the local World Bank office.

With regard to implementation of safeguards, local communities and other interested stakeholders may raise a grievance at all times to the applicant / grantee, the CEPF Secretariat, or the World Bank. Affected local communities should be informed about the provisions of CEPF's Environmental and Social Management Framework, including its grievance mechanism. Contact information of the applicant / grantee, the CEPF Secretariat and the World Bank should be made publicly available. The grievance may be submitted to the applicant / grantee, and if the claimant is not satisfied the grievance may be submitted to the CEPF Secretariat directly at: cepfexecutive@conservation.org or by mail to the address above.
 
In addition, the World Bank has several mechanisms available to the public. These mechanisms include the Inspection Panel and the Department of Institutional Integrity (www.worldbank.org/integrity), which investigates allegations of fraud and corruption related to World Bank Group-financed projects.
